Pennsylvania has clear rules about who can and cannot be paid as a family caregiver. Most adult relatives qualify — two specific groups don't. Here's the cut.

You CAN Be Paid If You Are...

  • An adult child of the care recipient
  • A sibling, niece, nephew, or in-law
  • A grandchild caring for a grandparent
  • A friend, neighbor, or non-relative caregiver
  • An adult relative not holding power of attorney
  • A parent of an adult child with disabilities (in some programs)

You CANNOT Be Paid If You Are...

  • The spouse of the care recipient (state Medicaid rule)
  • The legal guardian or holder of power of attorney
  • Already employed full-time as a paid caregiver in PA who hasn't passed state caregiver training

These restrictions are set by Pennsylvania Medicaid and federal rules — not by A-Team. If you're a spouse or POA holder, A-Team can still help your loved one receive care from a non-family caregiver.

Enrollment & Paperwork

A-Team handles the program paperwork. If your loved one isn't yet enrolled in Medicaid or another path, we walk you through the application. Most families complete this step in 1–2 weeks.

State-Provided Training

You complete Pennsylvania's required caregiver training. A-Team schedules and supports it. The training covers safety, infection control, ADLs, and basic care techniques.

You become an A-Team W-2 employee. Hours are authorized through your loved one's case manager. Payroll, taxes, and workers compensation are handled by A-Team — you receive a real paycheck.

The Philadelphia Corporation for Aging (PCA) OPTIONS Program funds in-home care for Philadelphia residents age 60+ who don't qualify for full Medicaid but still need help. A-Team is an OPTIONS provider.

State-Provided DCW Training — Required For All Paid Caregivers

Pennsylvania requires every paid Direct Care Worker (DCW) — including family caregivers and home health aides — to complete state-provided training before delivering paid care. A-Team coordinates the training through Pennsylvania's OLTL-approved Frontline programs (Safety Orientation + Foundational Skills). This protects your loved one and qualifies you for the paycheck.

Standards are governed by 55 Pa. Code § 2600.65 for personal care settings and program-specific rules for in-home care. A-Team handles the materials, scheduling, and ongoing continuing education at no cost to you.

Who can be paid as a family caregiver in Pennsylvania?
Adult family members — including adult children, siblings, nieces, nephews, in-laws, and other relatives — can be paid to care for a loved one through Pennsylvania's Community HealthChoices Medicaid waiver, the PCA Philadelphia OPTIONS Program, or JFCS enrollment. Spouses and anyone holding power of attorney for the care recipient are not eligible under PA Medicaid rules.
How much do paid family caregivers earn?
Pay rates depend on the program (CHC, PCA OPTIONS, or JFCS), the level of care provided, and the hours authorized by the care recipient's case manager. A-Team Home Care provides specific rate information during enrollment. All paid caregivers are W-2 employees of A-Team, with payroll, tax withholding, and workers comp handled by A-Team.
What training do I need to become a paid family caregiver?
All paid caregivers — family or otherwise — must complete Pennsylvania-state-provided Direct Care Worker (DCW) training before delivering paid care. Why can't spouses be paid as family caregivers?
Pennsylvania Medicaid rules exclude spouses from being paid as caregivers for their husband or wife under Community HealthChoices, OPTIONS, and most other publicly-funded programs. The same restriction applies to anyone holding power of attorney for the care recipient. This is a state and federal Medicaid rule, not an A-Team policy. If you're a spouse or POA holder, A-Team can still arrange care from a non-family A-Team caregiver.
How does A-Team handle enrollment and paperwork?
A-Team Home Care walks every family caregiver through the full process: eligibility screening, paperwork for the relevant program (CHC waiver, OPTIONS, or JFCS), training scheduling, employer-of-record enrollment, and ongoing payroll. A-Team is the employer of record — you are A-Team's employee, paid via W-2, with full payroll, tax withholding, and workers compensation coverage.
Can I start the program if my loved one is already on Medicaid?
Yes — and the path is shorter. If your loved one is already enrolled in Pennsylvania Community HealthChoices through Keystone First, UPMC, or PA Health & Wellness, A-Team coordinates with the existing case manager to authorize family-caregiver hours. If they're not yet enrolled, A-Team can help assess whether they qualify and how to apply.
